Roadmap To Prosperity
In order to turn around our economic fortunes and lead the way out of the recession, Rocklin must innovate and become a city of the 21st century. Outmoded operating models must be abandoned and the "best practices" of other successful cities and government agencies adopted. This will lead to the elimination of the Park Tax, Alarm Tax, and fees on cable TV services. I will lead Rocklin into the future by dong the following:
- Establish Non-Profit Parks Commission with Corporate Partners.
The city council raised our taxes by re-instituting the Park Tax.
This tax is totally unnecessary and is symptomatic of an outmoded and broken budget model. I will establish a non-profit parks commission that will bring in corporate partners to join with residents to maintain and beautify our parks. Through corporate sponsorships and joint ventures, our parks will be maintained in perpetuity without the need for additional taxes.
- Support Contractor for City Services. City services should be provided to taxpayers at the highest quality and lowest cost. This is not possible with a labor monopoly in place. I will infuse competition into city services by bidding out the providing of city services to support contractors on five year contracts. Every five years, the contractor will have to compete with other bidders. This will result in lower costs to the taxpayer and will eliminate the possibilty of unfunded pension liabilities for the city. This approach has been very successful for the Department of Defense and many other agencies.
