Downtown Development
As we all suspected, there has been plenty of money flowing through Rocklin City Hall in the last 20 years to pay to develop the downtown area. Instead of building a monument to Rocklin's rich history and a place that residents could be proud of, the money went to line the pockets of the good ole boys. All is not lost. I propose the following plan to accelerate the development of downtown Rocklin:
- Establish an Enterprise Zone. The downtown area businesses should not be subject to the same rules and regulations that strip malls next to housing and highway frontage businesses are subject to. Unleash the creativity of our business innovators and allow them to thrive. Reduce or eliminate fees for outdoor/patio entertainment, allow sidewalk advertising, and revise signage restrictions. Crowds will come and so will the tax revenues.
- Train Station Events.
Most residents don't even know that Rocklin is served by Amtrak. The city should be promoting this by holding a few events during the year that focus on train adventures. I would negotiate with Amtrak to have a reduced group rate for events such as a group excursion to an Oakland A's or San Francisco Giants game for Rocklin Day. This would draw traffic to downtown and build civic pride.
- Actively Recruit Businesses. Recently, a popular and rapidly growing school was considering relocating to downtown Rocklin. A school would provide the kind of traffic necessary to entice developers to invest in retail enterprises. However, the City did nothing and the school has decided to locate elsewhere. It is this laisse faire attitude that must be replaced.
